Background and Summary
The Risk Reduction Plan was developed by the California Air Resources Board (also known as ARB or CARB) to reduce particulate matter emissions from diesel engines and vehicles. CARB approved these documents in 2000, paving the way for the next step in the regulatory process: the control measure phase.
During the control measure phase, specific CARB
regulations were developed to reduce PM emissions. The goal of each CARB
regulation is to make diesel engines as clean as possible by establishing state-of-the-art
technology requirements or emission standards to reduce PM emissions.

LSI Regulation

The LSI Regulation applies to operators of forklifts, sweeper/scrubbers, industrial tow tractors, and airport ground support equipment (GSE). The 2006 LSI rulemaking and 2010 amendments required operators of in-use fleets to achieve specific hydrocarbon (HC) + oxides of nitrogen (NOx) fleet average emission level (FAEL) standards that became more stringent over time, the lowest FAEL for large and medium fleets was to be achieved in 2013. The 2016 amendments require operators of in-use fleets to report, label LSI equipment, and continue existing recordkeeping requirements previously set to expire June 30, 2016.Annual reporting must be completed in the Diesel Off-Road Online Reporting System (DOORS) and updates completed June of each calendar year.
